For anybody that's building this and does not want to deal with this same pain,, all you have to do is put it on peaceful, I never do this but I was curious to see if they still spawn, and they do, so just turn it to peaceful and transport your shulkers then turn it back, bc there is no point in going through unnecessary pain.

Tip: try boating the shulker.
Get a lead.
Try to fly with it.
