I've seen this in a stock photo. I'm assuming the cow noise answers the name for the location's system name. These are a bunch of WPS sirens (and I'm not talking about the Internet)
I'm writing a book that takes place in Cannon Beach, and I just had to include the idea of these mooing sirens. They picked this tone because their acronym for Community Warning System is "COWS". And if anyone's wondering, the actual tsunami siren sound is the Air Horn tone. But who's to say that the people running these sirens can't have a little fun while trying to make sure the sirens work? It's like how the Bosai Musen in Japan plays music as their test. It's fun, and it's a good way to differentiate from the alarm sounds.
This test sounds like bunch of frustrated cattle in the field. But it confirms my premonition about upcoming quake-temblor in Japan which might result in Tsunamis on the West Coast You see I have a gift of knowledge, a type of Charismatic Gift from Holy Spirit. the town uses the sound of a cow mooing for tests instead of an actual siren tone. likely because the acronym of the systems name (community outdoor warning system , or COWS) is COWS.
when this system was originally installed, the designer took the name of the system, Community outdoor warning system, COWS for short and argued that the system should be tested with the sound of a cow mooing. The city agreed, and ever since that the system has tested with recordings of cows mooing.

As mentioned at the end of the test, it moos during tests only. During actual emergencies I believe they should sound in attack or wail, not certain.
