No, dry formula doesn’t mean waterproof, you can test the mascara on your hand to see if it’s dry or wet. You can compare a new mascara with an old one, a new one usually has wet formula and dries out after we open it for a while. I personally prefer to use my mascara after opening for more than 2 weeks. The maybelline sky high mascara , is the very best one . But the covergirl primer, i cant find it anywhere in my countrys. Meaning, i have to order outside of my country. Do you have a alternative suggestion? And, have you tryed lash perm ? The type you can do at home ? Hi from Norway 🇧🇻
