The fact that Malaysia is not considered a secular country, although it has a large population of ethnic Indians and Chinese, considering that most Malays only marry Malays, and that if ethnic Chinese and Indians marry Malays, they by default need to convert to Islam and their children become Muslims, whereas Indonesia does not have such stringent rules, is what makes Malaysia different from the other secular Muslim countries. Malaysia has much stricter religious rules and most Malays wear the hijab, whereas in Indonesia, Central Asia and even Iran it is much more common for girls not to wear the hijab.

Another thing to note, the things you observe, especially on religion, etc. it is a common sight in practically the entire country and not just in Penang. Another thing that you mentioned about the predominantly chinese architecture in town, is that historically, the chinese people are the ones that preferred living in the towns whereas the malays and indians mainly lived in villages in the countryside. I'm not sure if you missed it, but there is a Christian cemetery pretty close to that church you visited that has some famous people buried there like Francis Light, who founded the British colony of Penang and Thomas Leonowens, whose wife Anna, was the inspiration for the well known musical, "The King and I" by rogers and hammerstein.

And as someone else pointed out, Malaysia do have a Casino on a resort + theme park (Genting Highlands) and Gambling Lottery parlor (ie. Sports Toto). Islamic much? I think not. But Secular, yes. Ps. Try visiting the Borneo side (East Malaysia) next time. Sarawak for the food and culture & Sabah for the private island (also food & culture).
