I think the reason Elsa doesnt fight back and when she ends up doing it, she loses is because she still loves Anna. She doesnt want to really hurt her little sister, but eventually she is given no choice. But even then, she was weakened by fear of hurting her.

Even then, Elsa was mostly trying to defend herself and block Anna's blasts. She was scared to actually use it on Anna, but Anna's ice was frozen over and she was intent on killing Elsa.

elsa loose cause she still love Anna and can’t hurt her. While Anna has an icy heart (being hit by Elsa ice power), doesn’t care anymore. Anna become the Ice Queen that Disney wanted to do originally.
