As someone who has been involved in police chases on my ebikes, the issue is it is easy to panic. What I noticed is that I panic every time and I do stupid things, like going too fast and almost losing it. I can see why he panicked like this. This is why if I have another police chase on my bike, I will tell myself to stay calm and don't panic and go through my evasive maneuvers that I have trained for to lose anyone chasing me. It will be interesting though if I can actually stay calm.

UK police don't like e bikes, especially traffic units which that was. I'm guessing that model is over 250W with throttle too. We're not allowed throttle bikes here. UK e bike laws suck!

It's pointless for the police to try and chase ppl on these bikes, especially in vans or cars because you simply can lose them down a narrow track, this is why the Cardiff accident was so sad, those kids hadn't learned the tricks, I'm an old fella these days but I totally understand why kids love riding these things they are amazing fun, they don't want ppl having fun in this country though.
