I think it is a programming thing as there’s 3 bursts of FSK in 1, and the rotation starts after the first burst. It doesn’t growl until like 3 seconds after it he whole tone out is over, including the two encryption key tones after the activation command. Or at least, that’s the case with Schaumburg’s sirens as this is probably on another frequency. If the last burst of FSK which is the weird one was for the chopper growl, it would’ve growled right after it like it does with the first burst…or at least that’s what I think

Why did it only rotate in the start?
they send out the tones to activate it in an order where they send the tones to start rotating, then a moment later they send the tones to growl.
