The strange answer came after the following guestion:
Why so many radar farms are doing sky surveys. Are they trying to discover each different sun's plasma frequency around the Galaxy? What for? (If one exists it is practically each star's unique ID)

Radar simply means you send something out and listen for the return. It can be radiowaces (lower frequency) or microwaves (higher frequencies) all of them are still below infrared and visible light. If you want to weaponize eloctromagnetic waves such as microwaves or light, you have to bundle and focus it. That is what a laser does. A radar dish is more like a flood light. Standing directly in front, you heat up, but just a bit further away and it has basically no effect.
