@Brendon Urie brendon can sing wayyyy higher then he could when he was 19. And also hes more experienced so he can do it more often and hold high notes for longer periods of time.

He can still hit high notes, but his voice naturally sits lower now, which is why he's taken on this Sinatra-esque flavor with a lot of his newer music. He can hit the notes, but it's much more taxing on his voice than it used to be to consistently sing that high.
Also have to add that we're talking about in full voice. If he goes into his head voice and falsetto, he can go as high as he fucking pleases cause it's a less taxing register for him. But to belt out those notes with full voice in his chest and mixed registers, his voice naturally wants to stay a bit lower, so forcing it to stay higher like he could when he was 19 just doesn't work as well anymore.
In the Time To Dance demo, released about 13 years ago, Brendon sings "you sure, you sure" but that doesn't make it into the real Time To Dance song. It makes me happy he still sings it after 13 years, just like how he does at live in Denver.
