Probably the same here in the US. eBay scammers and liars are bad here. My only issue with AliExpress is the shipping times from China to the USA. 30 - 60 days and sometimes longer.
I had a version exactly like this but rated for 185w i tested it with a pc power supply at 185w and it blew up i got it from a rubbish bin with a cracked screen it blew up it has stuck around with me for a long time i lost the Mount for the cooler but i reused the cooler in an Overheating amd pc and i managed to hit 4 ghz on a 2007 cpu with it
Just noticed you said 12 gauge wire is good for 20 amps. But I wanted to point out that for long running loads, such as this, you should only do 80% of that rating at 16 amps.
@BradCagle they are the cheap little modules with a 7 segment display and 3 buttons. You can find them if you search zb2l3. They're horribly inaccurate, but I just compensate for their crappyness cause they're cheap

I use the shitty little blue board testers and used the load resistors to make a coffee warmer
