The phone is programmed to connect to emergency services when you dial 911 or 112 anywhere in the world from what I've been told. Just be sure to hit end before the call completes.

If you download the IPSW and do a shift+restore it will process a lot faster. That may be your problem if iTunes is trying to download the file and it is taking too long. Otherwise you might have a hardware problem like maybe an intermittent charging port issue.

if you need it to turn back on hold the power button for like 2 minutes or so and it might turn on.
