We don't talk about below OR-9 in Star Trek. TOS used Yeoman which is either a NCO or an enlisted person. There's really too many officers running around Starfleet ships. I'm just assuming by time O'Brien gets to DS9 he's got to be a high-ranking NCO. A human that works for a living :)
