I know nothing about an eagle's flight path. Was it staying low on purpose, or was it just unable to get any altitude? Hitting the grass with its wings every downstroke doesn't seem like it would be correct.
They didn't explain so we have to guess and suppose they know what they're doing, but I agree it didn't look able to fly, which means it's vulnerable to predators, right? I imagine a couple of coyotes or a bobcat or puma could run it down that day and kill it no problem. Maybe they did all they could and if they have no available large enclosure (as they have in Canada), there's no other way for the bird to regain its strength than to release it when and where they did and hope for the best. Didn't look good though.
I don't think wild eagles can be domesticated, so the only way for them to get the exercise they need is to turn them loose. I suspect in an hour or two it will be be able to fly enough to get to a safe perch, and then be able to fully regain its flight muscles on its own.
They need a lot of space to get off the ground. Which is why you rarely see them on the ground to begin with. They swoop down getting there prey and take it to the nest to eat. They alway are perched in the tree looking down looking for food
That bird needed a longer rehab in a bigger flycage. Its wing strength has deteriorated and took twice as long to be airborne than it should have. I worked at the Ohio Wildlife Rehabilitation Center long enough to go through more than one release. I think out supervisors would be worried for this birds ultimate success.

@@chattsignal Videos at the end. Here's an interesting fact about falconry, specifically in Colorado for the Division of Wildlife. I had to read 5 books on falconry, IDing Birds of Prey from all angles, I had to know when they migrated and to where, I had to know all the necessary equipment and I had to know how to build a mews (bird shed) and even submit drawings for approval and pictures to show it was built correctly. I had to have a case of frozen quail and many other hoops to jump through. I then had to find a sponsor who was a master falconer who would be willing to stick with me for a few years then pass a test before I could go out and trap a juvenile Red Tailed Hawk with my sponsor. The reason The Division of Wildlife promotes the trapping of Red Tailed hawks is important. Juvenile Red Tail Hawks migrate to Colorado once it starts to get cold but 80 percent of the juveniles die that first year from starvation which also causes then to freeze to death. Training was mostly done by myself and I got that bird from a state of fear of me to flying free and returning with a whistle in 3 weeks! He was a happy, playful bird that would fly by and knock my hat off or land on my shoulder. He soared so hi I could barely see him but came right too me when called.
