As a Jag officer I did not fabricate charges, facts or any aspect of any court-martial. As an AUSA I continued that practice, as did my colleagues. And if I see it now as a judge I’m the first to question it and raise the issue of a directed verdict. So no, all prosecutors do NOT do this.

If a prosecutor (or politician, or government employee, or, especially, cop) doesn't fall in line with the status quo, they will be quickly weeded out of their profession. For prosecutors, this means, AT MINIMUM, asking a judge to disallow truthful, exculpatory evidence. Albeit legal, this is still lying.
