As a Jag officer I did not fabricate charges, facts or any aspect of any court-martial. As an AUSA I continued that practice, as did my colleagues. And if I see it now as a judge I’m the first to question it and raise the issue of a directed verdict. So no, all prosecutors do NOT do this.

If a prosecutor (or politician, or government employee, or, especially, cop) doesn't fall in line with the status quo, they will be quickly weeded out of their profession.
