It's SovCit argument as they don't recognize any authorities/laws except the Constitution from 1776 (not with any supplement).
At that time both civil and criminal issues was dealt within the same court (military issues was dealt within the military - and still are) - maritime law or commercial law is also dealt with the same - but as society grow - the desire to get a more specific court system to aliegn with the demands to knowledge from the courts.

The movie "Primal Fear " is tremendously insightful
You can't have it both ways
Our family was targeted by one who parades under the
      "BIPOLAR" Banner.
Sought every loophole to avoid accountability for schemes.
This shredded our family, as one member was flattered and controlled by this being. It twisted us all up. We were under the psychological blackmail of this person. The whole family danced around the tune played.
Their family and ours. Never Again.
      It's a very effective copout.
Another dear friend claimed same, but was the kindest soul.
The bipolar cloak allows evil to navigate with impunity..

And he was probably thinking “my ex and the police made me do it. This is THEIR fault.” His basic failure of logic is that he believes there was no other course of action open to him. His ex made him angry, the police chased him, so he did the logical thing in his mind and kept his foot on the accelerator as he drove through the parade. Those people should have got out of the way, they would have been fine if they had. So it’s all everyone else’s fault. The victims, the police, his ex. There’s no cure for that inability to take responsibility. It is not safe to allow him to be free. He needs to be locked away from the rest of society until he dies. Thankfully, he will be.

It's almost like when people commit heinous crimes with no excuse other than they were mad/loaded/irritated, attorneys jump to claim they're crazy because "no sane person would". Regardless of whatever mental illness one has, if they have it in them to commit something like this, they should not get a pass. This type of thing is evil. You can call it mental illness, you can say they couldn't help it... that is evil. This man showed no mercy no sympathy, no regard for the rights, feelings, or emotions of anyone else.
Fathers, raise your sons to be men. When you do not, they grow up broken. They grow up without regard for anyone else. They grow up without regard for rules. They grow up without the ability to accept blame when they've done wrong.
This waste of a person obviously has some semblance of intelligence. He understands courtroom proceedings. He made a choice to disregard them because he didn't like what was happening. He had no self discipline.

One of the main purposes of back-to-back life sentences is also to limit the eligibility of defendants to parole, increasing the number of years they must serve."" This is a common punishment for a defendant convicted of multiple murder in the United States. Depending on the jurisdiction in which the case is tried, a defendant receiving a life sentence may become eligible for parole after serving a minimum length of time, on the order of 15-25 years. If a back-to-back penalty is imposed, the defendant must serve that minimum for every life sentence before parole can be granted. Such a penalty also ensures that even if some of the murder convictions are overturned on appeal, the defendant must still serve the sentences for the ones left standing."

This utterly contemptible sociopath will definitely get his justice in prison. A child killer is not very popular even among other punks and thugs. His sentencing statements are so self serving and narcissistic, it is hard to imagine he gave any thought at all to his victims. The judge deserves respect and appreciation from her community and the legal establishment for her calm demeanor and extremely thorough explanations as well as her professional preservation of the record. His arguments that he should receive counseling and medication in a treatment facility was completely discredited by the judge's meticulous reading of the psychological assessments of his disorders. He is anti-social and has no empathy or regard for others. His selfishness was on full display in that 2 hour navel gazing which did nothing but cement the need for him to go away forever.
