In #BondiRescue the audience sees the action through the eyes of real characters and lifeguards like Hoppo, Deano, Reidy, Jesse, Maxi, Whippet and Harries, as they catch thieves, perform CPR, make drug busts, break up fights, and even handle a navy bomb that washes ashore one afternoon. Depends on circumstance, but generally falls under the charge when someone uses "violent, threatening, disorderly or insulting language which is designed to generate feelings of anger, outrage, disgust or resentment in an ordinary and reasonable person from amongst the members of our community."
TL;DR what you get charged for when mouthing someone off in public, randomly swearing at others for no good reason and/or trying to pick a fight. Make what you will of that.
Man I'd love to live in Australia and visit this beach and personally thank all these lifeguards for all their hard work at keeping the beach safe from people who just go around stealing other's belongings
