India-US PPP exchange ratio is appx 1:4, So any thing said in rupees, just multiply by 4 and then convert it with exchange rate (now appx 1$=75). So ₹300 subway sandwich will be ₹300 x 4 = 1200/75 = $16 (equivalent US prices) 60000 × 4 = 240000/75= $3200, That's $800 per ticket..
a rupee to dollar conversion does not do it justice tbh. like 60,000 Rupees is way more than it looks. even though its 800ish dollars, part of his joke was he can buy a car for that money. you can buy good street food for under 60 rupees because in india the cost of living is so low as is the cost for services like food, etc. so for an indian person that is used to paying way less for food and just things in general, 200 rupees for water is ridiculous.

I don't think it's right to compare the subway prices in US to concert food prices. He mentioned a bottle of water being for Rs. 200, which is almost 10 times the regular price. Subway here costs $5.5 on average, which value wise is definitely higher but considering the daily wages, it's way cheap!
