On weekends in Niagara Falls the trains often arrive full and over a thousand people line up for the bus. But to carry that many people you would need more buses than the entire fleet of the city's transit system so people can wait in line for over an hour before they can fit on a bus
probably due to commuters coming to toronto, and I am sure its no secret that the rent in toronto can get pretty... opressive... so thank goodness for that

Realistically how long can these loco haul at max when providing power? Is there a limit as to how much they can pull? If ignoring platform length limits.

They are certified for up to 12 coaches per locomotive
12 for the MP40s, 10 for the F59s. That's purely a HEP generation capacity.
