I think this truck and trailer was here in the US for exhibit purpose. You can get a special permit to operate in the US. Check out "Rolling footage of 2000 Scania 144 L 460 "

It's a show truck for a rolling exhibition by the Goethe-Institute and it will leave the US afterwards, so it's not a import.
