I love batts for the surface work on my projects like skins, clothing etc. on my 3D projects but use a particular brand of roving for core wool. It has been chemically treated to get rid of the bits so I can also use it for longer hair styles. I have a lot of wool batt from a local sheep farmer, it's been cleaned of course. I find it does not wrap as tightly around armatures. I could dye it but don't feel this particular wool is great for top coats & skins. No idea what kind of sheep they are but there is a lot of long stiff hairs in it & BITS. My pet peeve of felting but otherwise I'm truly addicted to this art form.
Not always the core wool is cheaper 😛 is kind of wool (if is dyed) that give a really smooth effect sometime is crucial like merino extrafine carded wool
