UPDATE:
During the making of this video there was a lot of conflicting information out there. Some said Shigure Ui loves the idea of Lolis, others said it’s a bit and she would never. This conflict seems to be reflected in the comments.
Any way you look at it, it’s pretty clear her Loli God Requiem music video satirizes the culture, whether she's into it or not.
Please note that in Australia, Lolicon is extremely illegal.

It actually goes deeper than that. You see, loli Ui was an in-joke created by Shigure Ui back in 2020 (2021? I forgot.) when she lost a punishment game against another vtuber (Kenmochi Touya). It was intended as a one off thing, an in-joke for her fanbase, but for some reason she kept it on her backlog, so to say. Then in 2022, she sang the Loli God Requiem, just this time on a karaoke stream, not in MV yet. Now in 2023, she decided to make an MV for it and it went booming, against her expectation. It was intended as an in-joke inside of her fanbase, but it leaked outside because the song (and the remix) is so catchy, I think.

Disclaimer: I am quite a forgetful person, and I might get a detail or two wrong here. Coupled with the fact that I have stopped watching her since early-middle 2022.

I am not a Japanese nor i have been living there, but from what i can see through Japanese media (game, anime, manga, novel, etc.) Lolicon is a fictious comedic personality trait (none of the character/person will do it in real life). While it is a touchy and controversial subject in the west, in Japanese media it is satirized so much that it become comedic. Still, in real life if you do it your career is over in the eyes of Japanese society.

There's a load of Vtubers that end up on the music/artist grind, surprisingly. I've even worked with a handful. Big example being Hololive, just about all of them ahve their own music at this point.

It is also very, very hard to find any Mangaka aware of this book even much harder one which did read it.
The only actual 'homage' to Lolita from the book which is present in Manga/Anime so far is from Fumita Yanagida the most likely female author of story "Tomo-chan is a girl!" where the mother of one of main cast heroines is direct adaptation of Lolita herself -> Ferris Olston. Even her design was made to reflect original 1962 movie Lolita and yes she looks fully adult: so did Lolita in the book around time sexual themes start. Fumita Yanagida apparently liked the book and early movie (or so is suggested) and the theme of a 20-years-looking but 14-years-old girl even having pregnancy is there (in fact Ferris Olston gives birth to her daughter at 14).
So by the book lolita would be tall as adult, well endowed and with facial features of youthful yet serious adult girl who is underage.
Loli is quite opposite being small (by unvritten and often memed by mangakas rule: under 150cm, with many loli characters either being 150 or 149) petite and very youthful or even childish on face but at same time very often an adult or in case of Lolibaba -> at least Misoji (in her 30s+ -> like a certain pirate captain~). The problem with this, and yes, it is a major problem, is that westerners have strong biases tailored by their own western experience. Most of us do not understand the different social problems other cultures face and just incorrectly assume we are all on the same page, but when they interact with said culture, it suddenly becomes a moral pissing match. Imagine how difficult it would be to convert a Muslim to a monogamous belief system; they would correctly think we are the dumbass because we do not understand Muslim culture. The same could be said of western views on Japanese social matters. People need to understand that moral standards are purely culturally influenced-not right or wrong, but influenced.
