When you where talking about the chinese coast, i think that was actually the phillipines. You can see Korea, Japan and China if you look for hills, the crountrys are "carved" into the map. Its only visible when you zoom out :D
When talking about Dragon warriors,I can´t help but think about the Emperor unifying Terra by army of kung-fu pandas. They are his real finest warriors.
The reason why your capital has no pop is because the Fortress of the Sigilite is just that - a fortress. There's not really anyone living there in 40k terms. After the Unification Wars and the Solar Reconquest in the early days of the Great Crusade the Imperial Palace gets built, which takes up pretty much all of the Himalayan mountains and houses millions of people.
