I swear that when it comes to HOI4, Paradox is just allergic to limited wars. The least they could do is make them more common outside of the Winter War or China winning the Sino-Japanese war. If they put in scripted peace deals where the attacking country gets only their cores or the justified war goals based on the defending nations' capitulation "desire", or put in focuses that lets a nation declare limited wars for specific territories (like the Finno-Soviet Winter War), then the game would feel a bit more immersive imo. Having every single conflict turn into all-or-nothing total wars makes the game feel less like a WW2 simulator and more like a map painting simulator. Sure, some of the major conflicts of WW2 were total wars, like the German-Soviet War or the Sino-Japanese War, but plenty of other conflicts at that time were not total wars.
Well, I wanted to unite the Balkans which led me to war with the USSR - the Russian transport of 1.5 million soldiers to Romania made me turn off the game
You have to look at the elect a Democratic King path, if you go for Balkan Entente, you can create the United Kingdom of Hungary and Romania. But if you give the king dictatorial powers via a decision you can for some reason bring Sweden into the your United Kingdom and core them too. (Ngl Paradox cooked with this one)
Hope paradox will modernize old DLC countries one day... Spain for example has Imo as Spaniard the worst focus tree Cuz it's only pre war and civil war focuses... After you end the war, there's almost nothing to do and you have done more of the focus tree because is just civil war oriented....
