I don't think the 20% non-core manpower need a nerf. As Iceland you are quite limited in cores, you also start with more negative modifiers than most other countries, despite the fact that Iceland has neither manpower nor industry. The only reason it is "overpowered", is because you use strategies that are quite close to exploits. The average player, or people in multiplayer wouldn't really have a chance without getting atleast a tiny bit of manpower from their conquest.
You know, I noticed this game lacks of something, and it's mercenaries... Is like buying/selling weapons mechanics, but in battalions, so you might be a low pop country, but f you have _any_ industry at all you should be able to buy or rent the services of historically accurate mercenary armies or make your own and basically become a world power without fughting directly (like Venezuela becoming an Oil Superpower), and even being capable of demanding some prize at the end of the war just by being important to the victory of whoever used your men in any war
