I am almost certain that when the devs created the focus to give you nuclear tech they were expecting this path to be used after a german defeat in a historical game.
As an Australian, seeing what the continent went through was hilarious (we don't talk about the rest of the world, that's too cursed) Also, I think it's possible to just change Germany's AI focus path in the settings, and still be able to get achievements, without the need for Unhistorical
