    Bishop made so many mistakes here:
    1. She can't pronounce anyone dead. She's not a physician or an EMT.
    2. She shouldn't have canceled the ambulance. At minimum, the family downstairs could be traumatized.
    3. It's not a homicide, it's an Officer-involved shooting. Calling it a homicide indicates the act was unlawful.
    4. Nolan's not a suspect. He would only be one if someone witnessed or reported him committing a crime.

      @@nyricanmini While you are spot on in NY homicide law, you ignore the fact that this was a police shooting. Soldiers and Cops killing a hostile target change the designation of the kill. This was an extremely poor representation of how police would handle this situation. They would not cancel the ambulance and pronounce the man dead. This is a terrible idea for both liability, and moral reasons. The second thing it's how the female officer treated him after she arrived and pronounced him dead. For the psychological well being of the officer involved, a statement like "you're the suspect" should never be used. He just had to defend his life in the performance of his duties, making him feel like a criminal for defending himself is downright irresponsible. Also I don't see how him explaining what happened would compromise the investigation. He could possibly incriminate himself, but a statement made to her would not compromise the fact that she had not witnessed the event.

Some cities have PSO's which are trained in EMS so they carry BLS equipment and determine whether or not transport is needed, BUT on any priority 1 it cannot be canceled. Especially if the PT is deceased. It can be downgraded to a priority 2 but not canceled. Paramedics and EMT's technically cant call TOD (time of death). Medics have to call medical control and speak with a doctor. Where I work we MUST hook the PT up to the monitor and get a 12 lead to send it in to the doctor before they can give us the OK for TOD.

After one's first real tactical use of force event, whether military or law enforcement, you will be in some form of shock. Some things will remain clear while, others won't be. How bad one is in shock differs both on how severe the incident is and the psychology of the individual involved. @@uk6240 blank firing guns don't need an internal brass barrel with a smooth bore inside an outer barrel. They usually convert existing firearms barrel and all to blank firing, convert it to blank firing and change out the barrel for one without rifling or as is the case here they use airsoft guns that cycle the same way their live firing counter part does using c02 cartridges or some other type of propellant gas. They do make guns specifically for film use called flashpaper guns, like the zoraki for example, but they often don't look very realistic and though they have a muzzle flash, they don't have blowback that cycles the slide of the weapon to simulate recoil.

    Am I missing something here? How can the cops call time of death? I thought EMS had to attend and work on the patient until a doctor could be reached by phone, to give the paramedics permission to call it. Even where I live, unless they are very clearly dead, they still get loaded and transported to the hospital, and they call it there. Or is LA different somehow?

    • @SubNormalPig
      @SubNormalPig 3 года назад

      So a lot of EMS agencies now have an app on the work phones that video call med control. We have to hook the patient up to a monitor and show the doctor the 12 lead. From that the doctor can give the OK to call TOD. But we will work the patient until the doctor gives us the OK. Every call is different though. If its a shooting (for instance to the head) we will usually call TOD on scene, but if its a cardiac arrest or something we know the patient can possibly recover from we will have the hospital call TOD.

    Too slow to shoot. Once the bad guy started turning, he was a potentially lethal threat. Not enough shots - pistol rounds suck and he should have shot until the perceived the apparent threat was controlled (presumably on the ground). The investigative paradigm for such a shooting is that the officer is the victim, not the suspect. These are really threshold minimum knowledge and the people they hire as consultants should have addressed that in the script.

      @@ross4050 That's the folklore, but that is based on a bad mixture of ignorance of the dynamics of violent encounters, the legal issues and standards, and the actual data showing the very low rate of people killed by cops compared to the number of potentially lethal assaults on cops (roughly 5% at the most), along with deliberate falsehoods from family, friends, and plaintiff's lawyers.
      Are there iffy or outright criminal shootings? Yes. Is there any excuse for them? No. Is the problem anything at all like it is portrayed to be? Not even close. I had some data, which I no longer have, that indicates that there are about as many knowingly frivolous prosecutions of cops as there are bad shootings. Just the number from the crooked prosecutor in Baltimore is pretty significant. She misstated the law, and got called on it even by public defenders and the trial judge. She needs to lose her license.
      If one creates the impression of a lethal threat to the cop, the response is their own fault. Compliance with commands must be immediate as matter of both Constitutional (4th Amendment) case law and the statutes of every state with which I am familiar.
