You can if you downloaded it way back when it was available, else no, you unfortunately cannot
The worst part is that the demo is canon and gives you the ability to name Carbuncle in the main game, but now there is no official way to get it, and no way at all if you're a PC player.
I guess until ShadPS4 can actually run PD and ED, the only was is a jailbroken PS4 or having it in your library.
