Assignment Asia Episode 75: Transforming lives and building bridges in Xinjiang

  • This week’s edition of Assignment Asia highlights efforts to transform the lives of people in China’s Xinjiang Uygur Autonomous Region and build bridges between them.
    A government initiative in 2017 sought to recruit young women from some of Xinjiang’s poorest villages to work in another province, aiming to empower them and help lift their families out of poverty. We follow the women from Hotan County as they took the life-changing decision of leaving their families and villages for the first time in search of a better life.
    In recent years there has been a stronger push to teach Mandarin in Xinjiang’s schools to maintain harmony and peace between Han Chinese and the region’s Uyghur majority. Our reporter, Han Bin looks into the impact of the bilingual education policy in the region’s rural areas.

    The moment when one of the girls said that she want to save money to have a taxi at her home and sent her child to the university, that's how she changed her and her family's future. The next generation of Xinjiang will be wonderful.

Their children are trapped because of the generational mindset. I am glad a government is actively trying to breakdown this barrier and give these children a chance)

      MILLIONS MILLIONS of girls are trapped for ages like that.
      In some places, girls marry to men to carry water in some villages, because it's far ... so a man could have a few wives. You can imagine such all over the world. And Muslims in villages are v conservative. The girls cannot even speak....
      'but to change their lives, and make them free and rich, is this cultural genocide LOL?? : )

      Of course they speak Mandarin. With some accent, but good enough to communicate with their mentors. And they also speak their native language. They got decent bilingual education.

    This gives us in the West a very rare look at the work of CPC members at the grass-root level. Their kindness is touching; also their willingness to admit errors and change direction. Very impressive!

      many CPC mermber were died out of disaster, especially those in poor region, to eradicate the poverty, they had devoted themselves, but may still not be understood. There are indeed some problems, but we ordinary chinese see more about the future, China is being greater than before.

      It's propaganda. They make these documentaries to show the world that they are doing great work, while in fact, not shown on their cameras, chinese are taking advantage of uyghurs in a horrifying way

    I'm more or less retired in America. Unemployment and underemployment is an endless struggle. So many people are underemployed! We all know this story I guess? Anyway, it's amazing to see someone trying to CONVINCE someone else TO come to work! In the west there are excess workers, and people are more or less begging for a job in many cases. Here I can see their point, they have a traditional life and maybe a strong religion, they don't want their girls to have a secular education and so on.... Meanwhile, this conflicts with national poverty-reduction goals! It sounds like they are trying to get people to go to the county seat so to speak, and everyone is talking about it like they're going to New York City or something! You can see how tough it will be to get those last few million people out of poverty.... Most nations never try, never thought of trying!

      You can definitely understand the perspective, which is why I appreciate the humility of the cadre in accepting they were probably not going about this in the best way and that they should call somebody in who could relate to the village much easier. It is this kind of dedication and persistence that has abolished absolute poverty in China!

      The Uyghur issue is a long and complicated one. To really get a firm grip on exactly what's going on you must first know their real history, not the one written by the West. Uyghurs came from the Huihu Uyghur Empire who used to occupy parts of the ancient Mongolian Steppes, and Xinjiang was already part of China since the Han Dynasty before there was even a Huihu Tribe. Long story short, during the late periods of Tang Dynasty, the Turks invaded & destroyed the Huihu Uyghur Empire, tried to assimilate them. Uyghurs escaped to Xinjiang to seek protection under Tang. Later Tang became weakened and the Turks invaded Xinjiang, forced the region to convert from Buddhism to Islam. They ruled the land until Qing took it back. While the Turks were there, Uyghurs were indoctrinated in wahhabism and Pan-Turkism, women are taught to be baby-making machines at home, their skins must be covered and not allowed out; and that all ethnicities that use the Turkic language must be unified and claim Xinjiang as their own country. And due to the continuous foreign invasions between late 1800s to 1940, Uyghurs weren't able to re-integrate back into the society. Truth is, Uyghurs have a very unique culture differs from all other Muslims because they never began as Muslims. Uyghurs were in fact Buddhists first, some were even Christians.       I saw an European who traveled to XinJiang in 2006 when the area was still poor and said they were poor but happy, "vibrant" in her language since she is a traveler, only interested in the old-fashioned culture. She then traveled there back in 2017, She concluded that the government is evil to force Uyghurs to become migrate workers instead of letting them to stay in their community. I got speechless, I don't know how to reply her or many other westerners with the mindset like her. Cause the only good thing the government has done are evil in her eyes.

    i think that is true governance right there, instead of accusing them, we blaming ourselves for not understanding them. What an approach that many more societies to take.

    wow after those girls left home and work, you can see the changes in them, they think more independently and more ambitious. well done china and the recruiters for influencing the parents and community to let go their young females go to work and be independent. it will enrich their community over all and their parents will also benefit from their children success.

      It's like they've suddenly come alive. They can always return home to start a family later. The important thing is they are given a choice rather than just following archaic religious or tribal norms or making excuses because they've never had the opportunity to try something new before.

      @@triton62674 Yes I do. This region has been subsistence farming, living in abject poverty for probably 500 years. On top of that, these women are being controlled by an extreme religion that cares little about their choice in life. They can still say no, it is up to them. What matters is they were given a chance to decide for themselves. Their country didn't give up on them.

      @@triton62674 Like how abusive partners are often not able to leave the abuser because abuse was the only thing they knew. A lot of these girls are under pressure by their family members, who are influenced by archaic 'traditional' thinking and crippling religious beliefs.

    BBC's disinformation campaign about Xinjiang is despicable. Helping poor women achieve economic development and upward mobility should be every government's moral obligation. China should be applauded for its efforts in lifting its poor remote villagers out of extreme poverty.

    The officials tried hard to persuade the villagers to let their children to go to factory to work in order to improve their standard of living. To eliminate poverty is particularly difficult for those live in remote regions and their mentality of not letting their children to leave the villages. To praise our government's tremendous effort and strong determination to help everybody to leave poverty.

That government official clearly said: "we have to respect their decisions, but we can persuade them" He also said, the she doesn't like it, she can come back immediately. The government is also not forbidding them to practice their culture. But if you say that, "a girl's destiny is to stay at home, do family chores, and then be married off to a man, to do more family chores, never be able to travel to other places", this way of living is the citizen's right, I agree with you.
      But on the other hand, from the perspective of the girl, isn't telling her your destiny is becoming a housewives forcing her and depriving her the freedom of making what's right for her? Many of these girls don't even know what being independent, making your choice is. They don't know what does outside world look like, what opportunities are out there, what could they do in life. Growing up, all they know is the family, the fields and the parents making the decisions for them. So what do we do? Here, we are saying that we should at least try to give them the idea that you can be independent, you can travel, you can take look at what opportunities are out there, what you potential do you have in life. We are trying to pull them. Isn't this a positive thing, a sign of caring people? Or do we sit on the sideline, don't care at all, and watch people full of potential stuck in this cycle? And think about it, all the movies, music that are about independence, self-empowerment, freedom are doing this. All they are are influencing people too.
      Here, the government workers are doing this, why? because the government has the monetary resources, and can contact employment resources. But BBC and western media edit the video, takes it out of the context, and turns into an narrative they want to the push. In their eyes, this becomes "coercion" and "forced labor". So despicable. The job the government workers is tiring and the pay is very modest. These government workers joined this job on their own will. No one forces them to be here. These people could have been sipping coffee in a nice cafe in the rich cities, yet they choose to be here. Why? Obviously they must think what they are doing is morally just and right. Also, you see there are many Uyghur government workers too. They seem to enjoy the job as well. Then they must think the job is at least morally acceptable. Would they work in the government if they feel the government is purposefully targeting their ethnicity and aiming for genocide?
      Lastly, you may still think this is unacceptable, this is forced labor and coercion. Maybe from your frame of mind this is unacceptable. But the vast majority of Chinese people accept the view point I presented above. This idea that government workers going to persuade people have been a practice in China for decades. This exact flow depicted in the video has been used in all other provinces in China for the past two decades. There is Chinese drama called “Minning Town” that has 8.6 rating on IMDB. In it you can see this exact practice. We don't think this is unacceptable, some people may even think this is what ought to be.
      This is like the wuhan lockdown. Western media called it draconian and inhuman. But we think it is a trade off that is right to make. Yes we forced people to stay within their homes. But after 2 months of locked down, the infection rate went to zero. We saved potentially millions of infections and hundreds of thousands of deaths. Especially when the people that will be affected the most are the vulnerable. Compared to the right to hangout, go out and travel, and the right to live, we think the latter is more important. And to absolutely ensure the infection rate will go zero, somethings have to give, you can't have everything in life. So we made the sacrifices. And judging by the almost everyone in country complying the lockdown, people view it is the right thing to do. And looking back a year later from then, everyone agree that was the right thing to do.
      This is a cultural issue. In your country and your culture, this is not acceptable, in our culture, this is acceptable. Based each of our's culture, we have a different standard of what is acceptable and what is not. This comes to our point about that no country should be imposing their standards on to other country. We are all unique, we all have the right to live. How would you feel if we imposed our standards on to you and forced you to give up your standards?

      @@triton62674 That's the difference of China and India government. Both countries have about 1.4 billion population. But Chinese government treats everyone a human, a member of the big family. The official in the video said: "All Chinese should move on together, right?" . In the video, Chinese official encouraged the girl to take a try and can provide return ticket if she wanted to return home. Those words prove how Chinese government treats people. But in India, most of them are treated as human-like animals.

    This is very educational and informative video. We in the outside of China world need to see more real situations like this to be more informed about Xinjiang. It is particular important to counter bad and fake news from the west regarding how badly the Uyghur people are being treated by the Chinese in Xinjiang... for example the educational prison camps.

    Sometimes poverty isn’t just about money. It’s a mindset. People don’t want to make changes because they are afraid of losing even more money. I am glad Ughyur girls now have a chance to see the bigger world. Otherwise they will marry an old man their parents arrange for them and have like ten kids when they are still a teenager. I’m not saying getting married and have kids is a bad thing but these girls at least deserve to have a choice.

    I assume there is 9 years of compulsory basic education in the autonomous region too. Good female teachers should be a model for those young girls. Leave nobody behind as Xi Jinping said:" Don't lose the game on starting line.". Be patient. let's turn it around in one generation.

    The young ladies from Xinjiang have some way to go to become really good contenders in the outside world. Ms. Zaynura Arken the smart-looking young lady in the yellow sweater would be an ideal person to motivate and guide her sisters to be like her: driven, confident, achiever, determine, etc. Really, Ms. Arken is a perfect candidate to motivate and/or recruiters of young ladies in Xinjiang to work in the city. She is brilliant just by the way she speaks.

      Nice to see a Turkish people here. I thought all Turkish people think Uyghurs are their own people and should be separated from China. I explained to my Turkish Cyprusian collogue that there aren't any concentration camps but vocational centers. She immediately became a bit hostile to me and told me she has so many Uyghur friends, that they are Turks oppressed by China, and they should have their own country.
      My American friend who has never been to Xinjiang is so convinced and insist in saying all xinjiang people are Turkish. This just baffled me a lot. Why are so many people keeping calling Uyghurs Turkish? They speak Turkic language but they have nothing to do with Turkey. Their genetic traits are not the same with most of Turkish citizens.

    Let us see this issue in a historical context. This story is a repeat of what happened in countless Han Chinese villages throughout China in the 80s and 90s. Young women used to be bound to home and hearth in China, condemned to labour in the fields, cook and wash, and bear hordes of offspring while being totally dependent on first their parents and later their husbands. With China's industrialisation, factories started offering opportunities for them. Young women from Anhui and other inner provinces migrated to work in the factories in the coastal provinces, and with economic freedom came social freedom.
    Earning their own wages, they started having a voice in their family affairs, deciding when and who to marry, when and how many children to bear,what to wear...

    The movement of workers to the coastal provinces started waning in the late 2000s, when Hu Jintao and Wen Jiabao started developing the inner provinces and the factories started moving inland. Nowadays, wages and living standards have risen so fast that instead of sending labor to Guangdong and Zhejiang, Anhui needs to attract Xinjiang women to work in Anhui.
    The Uighur women resemble young Han Chinese women in the 80s- shy, lacking confidence and self assurance, afraid to talk in front their parents...
    Some Uighur traditionalists may like their women to remain like that, but the Chinese government has decided that it must drag them into the 21st century. Hence the unhappiness in Xinjiang

    I like what the Chinese government is doing here helping minorities but i know the camps aren't as bad as the Western media say they are but I still don't agree with them. I would like to see China be more progressive in that area.

    Woman's education seemed to be the topic here.A factory job training in Anhui is a bit too far away to worth it for boys or girls. Offering college scholarship out side of the autonomous region to encourage Uygur youth to be bilingual in local school seemed more practical. Send best teachers for children of the region. So, the girl's accomplishment will make their parents proud one day..

      You are living in your imagine. There may be a few volunteer who are willing to teach in those extremely poor are for a couple years. But most people won't want to live and teach there for long term. Most of those place are far from cities, or very hard to built road to connect to the outside world for the natural condition. They are all very isolated with the information from the outside and fear to leave or change.

    Even though they have good intentions for their villagers, my opinion is that the village cadres have done a poor jobs. It would be better if the factories could be persuaded to come to Hotan.

      That's not easy because you also have to keep in mind economics. If a factory is closer to the means of production and modes for shipping, than the factory is able to function cheaply enough to encourage people such as those villagers to get essential training. Once those girls have enough skill they can bring even more girls from Xinjiang to train as the cultural barriers will be softer. Those girls will than have the means to either stay in Anhui or bring stories of their success to Xinjiang. Once CPEC and OBOR are matured than the means of production will be cheaper to do in Xinjiang. The government is trying to develop local factories in Xinjiang nonetheless too but not enough companies are willing to go to Xinjiang due to cultural barriers and the lack of industrial drive from the Uyghurs.

      Company just moved from Guangzhou to Anhui, they need cheap labour and still can't get them in Anhui. Hence they need the last poor people to come out and work with a reasonable pay. It's hard to get labour at this price in China. I doubt the survivability of the factory in the next dacade unless China open to cheap migrants overseas.

    Neither these people or most of the "comments" world is mentioning how GOOD this offer is! It is not long since that kind of work was done HERE, and mainly by children and "sweated" immigrants, nobody was really talking about a better life! The same was true in China, and everywhere I suppose. Garment workers had it so bad that they were a major force in unionization. People were overworked, it really cut down on their lives. We have pictures!

Western media is Trying to create a misleading Image of China by showing an oppressive Character of China towards the Xinjiang Muslims. If China can built a Vatican like Muslim Imamate in Xinjiang then it would be easy to Unify the Muslim World from and with China more strongly on the Basis of modern Islamic+Socialist ideologies. It will also ensure a stronger rejuvenation of the Silk Road. There are numerous similarities between the original Islamic Constitutionalism and the modern day Chinese Communism. Xinjiang terrorism problem may also be solved through this Imamate initiative.

    What is wrong with people just living a simple FARM LIFE, nice quiet village life! Overcrowded factories, dirty cities, and modernization are not for everybody! Leave those poor villagers alone! SAY NO TO AGENDA 21(30). PEACE:)

      "Encourage" you mean more like persuade into accepting Globalization via Agenda 21(30). It's not just a China thing, Agenda 21(30) has been implemented in most Nations and the goal is to have the majority of people live in MEGACITIES.       I grew up from a poor village in middle area of china 20 yrs ago. We were worrying about our daily life to feed us fully. The government encouraged the villagers went outside to learn skills and improve life just like this. The present status is that most of them are millionaire. They have own cars and new house, send their children to university, just like me. My parents sometimes talked to me about trump. Your mindset is totally out of fashion.

    进过几年厂,我可以说在中国做一个工厂的工人,没有比这更坏的人生了,一种新奴隶制而已,奴隶主们太聪明了,不断的改变适应新的时代新的文化新的价值观,基本在21世纪奴隶制仍然活得好好的,我们当时每天至少工作12小时,每月休息一天,目前大部分工厂是休息两天或者四天,那种高强度的劳动让你没有时间思考,让你变得麻木变得很适应那种生活,每天就吃、睡、工作三件事,人生目标主要储蓄、繁殖,然而农民工繁殖出的下一代大多数仍然会重复父辈的人生,这是个人的悲剧,也是国家的,时代的甚至是人类的悲剧。

      国内大多数行业的工作情况都是这样,你既然在国内生活还不清楚这个情况吗?我哪怕只是个学生每天的学习时间也不少于12小时,国家开了几倍速发展模式这就是代价,当然我不是说这个情况是好的,只是说不要过分埋怨,有问题要先看本质,然后解决,别说的好像帮人家去工厂工作就是要人家做奴隶一样,你这样跟BBC有什么区别

    it's cultural difference i suppose, these ppl do not want/wish to live the life of Han Chinese, in fact they don't wish to live under the rule of Chinese Communist. China is trying their best to "Chinanised" these ppl. Just listen to the language they speak, it's not even Chinese, it one way of saying "we don't wish to assimilate to become Chinese"..

      @@toki8600 Uyghurs are not from Mongolia. The ancient 回鹘 and the modern 维吾尔族 are not actually related at all - Look up the history of how the modern Uyghurs got their name. They are the indigenous people of Xinjiang, they are not migrants from Mongolia.
