LA, San Diego, and Seattle will most certainly be on the short list. Sasaki will surely be picking a team based on its history with Japanese players, culture, infrastructure, and staff...but he also has to choose a city where he wants to spend the next 6 years of his life. Cities that have a sizable Japanese expat community, supermarkets, or Japanese-run restaurants and schools will most likely be favored. Another concern would be safety and racism, but that's a deeper issue for many Japanese expats living overseas. Sasaki's former team manager (IGUCHI Tadahito) and pitching coach (YOSHII Masato) have also played in MLB and traveled all over the US. He probably asked many people including Darvish during WBC about Texas, Chicago, and San Diego too. Positive and negative experiences with each team and city are often shared among Japanese players. In other words, recruitment isn't just about the team, rather the entire city and lifestyle is part of the consideration.

The Padres do not want to increase their payroll much from last year which means Padres need to cut 30M+ off their payroll while Profar, Scott, Kim, Higgy, Perez, Solano, Peralta, and Diaz are all gone or most likely gone. Cease, Arraez, and Cronenworth are being shopped to try and save that money. Sasaki doesn't even know who the Padres catcher is going to be. If Yu Darvish can offset all that then good for them.

I don't care if he comes to the Phillies or not, but the one thing that's irritating with the Japanese and Korean players is they either want the west coast or the NYY. They will literally play for the Angles rather than a possible contender on the NE. With the $$$ they'll be making they can sit for an extra 3 hours on the plane ride home.

Sasaki - I like the guy - I live in Japan and see him pitch occasionally and by that I mean not a whole lot. He threw 120 innings last year and for a 23 yo, he has a lot of mileage on his arm. TJ in the near future for sure and while I think is upside is great long term, any team should be really careful about the signing. Go Pads.
