Actually both characters are inspired by the original Arséne Lupin by Maurice Leblanc novel series and since Lupin III was the grandson of the legendary gentleman thief.
It can be used as an insult , usually refering to someone as old feeble or a grandparent , used to demeen and mock or insome cases its can be used as a term of endearment refering to your father or grandpather
