It is a subtle matter but we decided to go for the term that you will find in the Irish-Dictionary (www.focloir.ie/en/dictionary/ei/Irish-american). For better or worse, it says something about cultural heritage rather than simply the 'place' where one's ancestors originated. The term 'Gaeilgeoir' refers to (1) an Irish speaker or (2) a learner of Irish. The term would not usually be used to refer to a native speaker of Irish, though Irish people who do not speak Irish sometimes mistakenly use the term to refer to anybody who speaks the Irish language.
is there a gender-neutral pronoun available? for example: “they are an irish american” or would the masculine form also function as the gender-neutral form€
You could use third-person plural (iad/siad - 'they') as a gender-neutral pronoun: 'Is Gael-Mheiriceánach iad''. The fact that the noun is in the singular here makes it clear that you are referring to persons singular.
