I followed your instructions but skipped the first part where you manually edited the LAN settings, created the GPO, applied it, but all it did was disable access to editing the LAN settings with default settings implemented. GPO did not add the customized LAN settings per your video.

I watched your complete video. In that, before creating a group policy on server, you changed the proxy options in IE setting. Was that setting on a server or on client machine? Please reply
That was done on the client side. We then went to gray out those settings by adding the additional GPO settings so they don't have the option to do that anymore

The video is in a domain so those domain policies allow this to happen. If you’re doing it from the same computer, it will most likely need to be done while logged in as that account. There are more complicated ways of figuring it out but it’s pretty in depth
If you’re accessing google drive from the webpage, try whitelisting google.com* or drive.google.com. Alternatively you can get the app. I don’t use Google Drive so haven’t tested this.

The policy is setup on the domain controller through group policy and pushed down to the users you don't want going out to the internet
