As a Legion main, this is his third best kit. The extra speed is really nice but more ammo or two powershots are generally better. This kit allows Legion to be less reliant on his team for support as he isn't moving at the speed of a newborn baby. He's far more flexible which is better for solo queuing in my experience, but if you're queuing with a friend who plays an anchor titan (Ronin, Ion or Tone) well, I'd recommend one of Enhanced Ammo Capacity or Hidden Compartment

I find Enhanced Ammo Cap is better for uptime and covering a lane for longer so people are forced to hide while Hidden Comp is better for bursting out of position titans into the ground, it also doubles as a get of me tool but reduces the raw damage of your power shot making it less potent if you can't land both power shots. Lightweight Alloys is a passive buff that gives you value more consistently than extra ammo or power shot but doesn't affect you otherwise so I agree with your assessment. Btw this is coming from a Ronin main, but I do know the fundamentals of all titans quite equally so I can vouch for any of them.

one tip, when you have core just get shield and shoot an Ion, it will destroy Ion's shield faster than a monarch with arc rounds

Lightweight Alloys removes the Predator Cannon's speed penalty, putting you back at the default Ogre walkspeed. This means that Scorch cannot catch up with you (unless you accidentally walk into something) without dropping the flame shield to sprint. Obviously this is extremely dangerous, as you are in close range against the titan with the highest DPS and you can't absorb any incoming damage.
This also applies to Ion, but to a lesser degree. Most Ions want to get up close to an enemy Legion so they can get in extra damage via e-smoke and/or tripwires, as well as prevent them from being able to hide from their laser core. The differences in walk speed between chassis type is marginal, which means Lightweight Alloys gives Legion significantly more time to move to a strategic location or find backup before the Ion has him at her mercy.
TL:DR; Lightweight Alloys gives Legion a better chance against Scorch and Ion in close range.
