It is leveled btw, it's level is locked when you first get near to it (cell load). A tip you coul'd have added, is you don't need any hacking skills, just have Valentine do it for you.

I just have a big room in my mansion I built, with all unique power armours, and if I find some useless stuff, like T-45, I sell it...
I built a compound not a house, i am at around 50 power armors of all types including some 45’s just cause
It is level dependent btw. Stumbled across it on my level 101 Minute Man general and it was a half made set of X-01. Not a bad scratch really.
It is not level dependent. You can get it immediately out of the vault. The armor is always incomplete. 20+ play throughs

I always find this set a bit frustrating because I usually get to it before you can I have high enough hacking to unlock it.
