Worms can be obtained from resources like the star tree. shrimp from beach creatures and some fish can be dissolved. All bait except cash shop bait is cut bait.

All of the "lava fish" are catchable in those zones
What is cut bait?
Some fish can be dissolved, do that and you will end up with the cut bait I was referring to.
