What is cut bait?
Some fish can be dissolved, do that and you will end up with the cut bait I was referring to.
Worms can be obtained from resources like the star tree. shrimp from beach creatures and some fish can be dissolved. All bait except cash shop bait is cut bait.

Theres no real way to tell as of yet. I will update the video when I see if there's a special trigger for these. But at this time they seem entirely random. Devs posted about them but they didnt give us any clues
