Him being messed up in court followed him taking loads of pills because he was swallowing evidence from the arresting officer after cheech freaked out from the LSD he took. so it just seemed to make sense that Chong was messed up from so many pills. Even if it took 3 days to go to seeing a judge. It's kind of funny but clearly got cut for lack of humor.
