There have been competitions for many years now where people fly boards like these powered by water jets. This is based on those water jet boards just with jet turbines instead of water jets.
Airplanes are already available to the masses... These boards would be no different. They cost as much as a plane and they would require lots of training like when you get a pilot's license today.
I guess a Star Wars fan could create a close replica of a speeder bike using small jet engines for both lift and thrust. Ride that to Comic Con I would.
