I am 72 and over my lifetime, I have become reasonably good at reading people. The girl that held the fundraiser wants nothing more than the children to receive the money when they turn 18. From what I see with Granny is someone looking to use the money to offset the initial costs. Whether the money goes to bonds or bank accounts should have been decided by which would have given the children more in the long run.
I would think the money should have gone for immediate expenses,, unless it had been clearly stipulated earlier that the money was for the children's future

Only the person whose name the bobds are in can cash them no matter who bought them. I know this because my mom purchased bonds for my son and he had to be present and sign and give ID to do so therefore grandma cannot touch them.

Grandma is money hungry. Period! She is only interest in getting the money for herself or she'd be working with the defendant instead of demanding control of it. My sister-in-law pulled this when my brother died and I brought all his other kids to court and they got to have their say. With that, the court used her own logic and arguments against her and her child won't get his share until he is 30. I suggested buying Saving Bonds and the court agreed. He has another 3 years until he is 30. My family has always bought Savings Bonds for the minors for their birthdays etc as well as that bit of cash in the card. Two of my kids spent it on their educations and one to open a business.
In the state of Michigan she would have to have consent to be able to do that for the children because they are minors first off secondly in the state of Michigan if you make a fundraiser for a specific person you have to give that money to the person if they are a minor you have to give it to whoever is in charge of the minor you are not allowed to keep that money and you could be charged with fraud if you do not hand over that money
