Nah, its just autotune. A vocoder is a whole machine and it requires an external audio signal to pitch the singer in relation to. The sound technicians would need to know the exact pitches Ellen was speaking in in order to write music that would match it and that's just impractical. It sounds like autotune that is programmed to just automatically repitch to the note that is the closest to what she is saying. Subtle amounts of autotune hardly get noticed but when you make it really obvious, you get this effect. But no, no vocoder. I mean, it's technically possible for them to do that but it just isn't necessary and requires way more work for what would actually be a worse performance.

On our Mac me and my sister go on to garage band and record ourselves then set it to auto tune setting and we sound similar to this. It's pretty legit.
