1:45 this line. This line exactly. If you think Mirio deserved One For All that's fine. He definitely deserved it and if he got it then he'd be a brilliant hero. But, in my opinion. I don't think Mirio would have taken it. He put so much work into learning his quirk why would he screw that all up just to incorporate a super strength into his arsenal. He didn't need it. I genuinely think if All Might had approached Mirio, he would have shot the proposal down and asked for someone less fortunate than him to take it, someone with a weaker quirk or no quirk at all. Because he already is (was) going to become a great hero, with or without it.
