Every place on earth has both good n bad people, u as a tourist has to be cautious in the way u dress so as not to attract attention to yrslf.
Their neighbor, Solomon Islands is better than PNG. PNG has lots of thief and is not peaceful at times. I have been to Honiara in the Solomon & Port Moresby in PNG, and I can tell you that Honiara is the best.

This is on a Sunday, where most people stay at home, going to church or oceans swimming on beaches for fun, and city is quite. I live in Port miresby and I knew it. Saturday to Saturdays ate always busy, accept if this video is taken on a Sunday.
