Probably late to this, but basically, Ipads can run Iphone apps and they are using Procreate Pocket on the Ipad. They seemed to assume some people would use it in that fashion and let the functionality through. Its also 5.99 so its a good cheaper alternative if someone wanted to save a few dollars.
