The surging means that the governor needs to be adjusted. Easy to do. Plenty of RUclips videos about that available.

Sounds like it needs a carb cleaning
Don;t forget to always check the oil level!!!!Does that not have a shut off valve right under the tank?. Both of mine do!
where do you get the specialty fuel
If cord only pulls part way shouldn't it turn motor when it catches?
Where did that bolt go that flew off at 1:20 ?

If there's a cap to check oil, then you put the gas in straight..
I fould one on the side of the road im going to try and get it working the fule hose is dicinnecten not aure what else is wrong
