If you go into Advanced interface options you can set a custom lag threshold that will allow you to respond somewhat in sync with your ms so that your responses are reflected with closer accuracy to the servers ping. You can also go the opposite direction and as a result your character will be very out of sync. It's much tougher to play that way but you also typically get the lag jumping effect you see here. I'm not saying that's what he did or didn't do as you can get this purely by hitting lag spikes or the server having lag spikes.
u can do this since vanilla. they wanted to imitate bad internet connection from 2005 and so they implemented a mechanic called leeway which increases melee range when running and attacking. when 2 melees do it at the same time the attack range is super far. its even further for tauren. 2 tauren have no problem punching each other behind pillars in the nagrand arena. its ridiculous^^ (and really bad for frostmages - or other casters in general)

It's biggest advantage is mobility. The dmg is nice when it connects but the main point is to be immune to incoming ccs and maintain movement.
