Hello, for other fees, you'll need to take account of your Buyer's Stamp Duty, legal fees + other HDB fees of around and agent fees (if you wish to engage one). Yeap there will be COV also if the purchase price is above the HDB valuation. If the purchase price is lower, then there won't be any COV

Market practice is to pay upon completion, because that's when the property is now legally under the buyer's name
