That solar cells gives 60 miliamps per hour in order to fill up 22000 mah you have to charge it 366 hours directly under Sun light. This makes 15 days if you charge 24 hour daily but you can't. Maybe if you charge 12 hours around so you have to wait one month to fill up those batteries with that two tiny solar cell.
Pretty good calculation there, i think the solution would be to add more solar panels, or use a big portable panel in our budget and fold it up when not in use

Many disadvantages here. First, your solar panel is too small. To charge the battery faster, you may need 2 pcs of 15x15cm solar panel at least and connect them in parallel to get up to 1Amp current. It will be a large size power bank, not such small. Incredible? Of course, that is the reality of solar power bank which "really works". Secondly, you put the panel right on top of the battery and you will expose this thing on direct sunlight. Please the panel will get soooo hot and that is sooo dangerous to heat up those li-ion batteries. You potentially could make them explode. I build this kind of solar power bank, but it is large size using 2 pcs of 15x15cm solar panel that can give me something like up to 500mA each. And I use toolbox as the housing and keep the battery in a Styrofoam inside, to resist heat from the sun get directly to the batteries. Also, I painted the toolbox with white colour to reflect most of the heat emitted from the sunlight, so it won't heat up the inside so much.
