I love the guy, I can't believe an "antagonist" introduced in the last few episodes (or chapters before a new arcs in the manga), and in one of the shortest arcs too, could be so good!

But things transpired how he wanted to and that's all he cares for. He wants to be able to control things
It's not part of the reaction, but he explains that he didn't predict Leorio. He says that he expected Ging to be his final opponent. But ultimately Leorio being in Ging's spot worked just as well, if not better, than having Ging in that spot.
