Canadian Forces Station Alert, in Nunavut, is the permanently occupied place closest to the North Pole. It's latitude is 82.5°, 840 km from the North Pole.
Honestly have no clue how Alert didn't make the list. And there are many many island that are waaaaay more remote than anything on this list. Not some silly lighthouse 3 miles off the coast of England lol

Very low ambient temperature will preserve seeds even if the war or other catastrophe will stop supply of external power. Also it is quite far away from possible conflict zones, because otherwise in case of nuclear war that bank may be destroyed. Another thing - if it is way to easily accessible, it maybe simply be randomly looted by anyone, thus the consideration was that such installation should be placed somewhere not easily accessible in order to require a more organized effort to gain an access to it.

Because there aren't too many locations where they can be safely stored where they won't be disturbed and can last a long time.
