The fight between Bill and Thor was not a clear defeat for Bill. He had the advantage of being in an environment that was similar to one he was from. This allowed him to temporarily recover and save both himself and Thor from further injury (if not death). Given the circumstances, this in no way proves him to be more powerful than Thor without their hammers.
I am a huge fan of the Herald of Thunder Thor. Something about the way he looks screams power (with constant power dispersal displays from just being) and him with his ravens. They add to this element of power because they are like a power-up item or totem.

My only regret is that the movie going and modern audience will not know the significance of our orange horse boy, Beta Ray Bill. Man was the first person besides Thor to lift Mjolnir in comic history, and the author purposefully made him look like a monster because he didn't want a traditionally handsome person to pick it up. Nor will they know that Stormbreaker was a gift made specifically for him by Odin. Dude reached into molten uru to make the hammer his own. If Bill showed up in the MCU, he'd be the fifth person to lift Mjolnir and the second wielder of Stormbreaker.
I absolutely love Power Cosmic King Thor!! That is what Thor should be! A beast!!!! Although I thought it was kinda douchey for him to break Stormbreaker just to send a message. Like it’s a weapon used for good. Thor just took away a very powerful weapon used to protect the realms. I guess it was worth it for the effect that panel had.
